Protesters gathered in the same area Wednesday night and shined lasers in officers' eyes, disabled exterior security cameras, broke windows and used boards pulled from the building to barricade the doors and start a fire, authorities said. The demonstrations this week had been noticeably smaller than the crowds of thousands who turned out nightly for about two weeks in July to protest the presence of USA agents sent by the Trump administration to protect a federal courthouse that had become a target of nightly violence.

Portland Police Sgt. Brent Maxey told reporters in a separate press conference on Thursday that he was one of three officers inside the Justice Center, a county building, on June 29.

But after a brief weekend reprieve, protest activity has continued nightly in other parts of the city, with Portland police, local sheriff's deputies and, in some cases, Oregon State Police troopers on the frontlines as demonstrators demand an end to police funding.

Police action: Police confirmed on Twitter that they declared the gathering a riot after the fire was set because it was "terribly unsafe".

Officers declared an unlawful assembly nearly immediately after the crowd arrived at the Penumbra Kelly Building just before 10 p.m.

Pushed into nearby neighborhoods, the group at one point went back to a residential home they visited the previous evening and harassed a woman there. Another person was arrested for shining a laser at PPB's air unit around midnight.

"The reporting regarding the monitoring of peaceful protesters, creating and disseminating intelligence reports about journalists and protesters, and potential exploitation of electronic devices is deeply troubling", Committee Chairman Adam Schiff, a Democrat, wrote in a letter to top DHS officials. It was organized by the non-violent Black youth-led group Fridays 4 Freedom, according to the website Portland Black Lives Matter Events. The event remained non-violent despite a few heated disagreements over face coverings, which are required outdoors when people can not maintain a six-foot distance.
