Andrews said his government was deeply anxious that 49 "mystery cases" identified on Saturday could indicate the virus was spreading widely through the Melbourne community and confirmed he was in discussions with Australian Prime Minister Scott Morrison about tougher restrictions.

Andrews said the stage 4 restrictions being introduced in metropolitan Melbourne will mean people cannot be more than 5km from home for the goal of shopping and only one person can go shopping once per day.
Only one person per household will be allowed to go to the shops.
Recreational activities will also be banned with people limited to one hour of exercise a day in their local area. The Night Network will be suspended, and public transport services will be reduced during curfew hours.
Couples are allowed to visit each other if they live outside a 5km radius.
From midnight on Wednesday, regional Victoria will move to stage three restrictions. "Either who they got it from or where or how", Premier Andrews said.
He said this was important to prevent a situation where the virus transmission was driven down in metropolitan Melbourne but continued to grow in regional parts of the state.

The latest restrictions will remain in place until September 13.
Andrews said further restrictions for Victoria businesses will be announced on Monday.
Residents of Metropolitan Melbourne and the Mitchell Shire are nearly halfway through what was meant to be a six-week lockdown under stage three stay-at-home orders.
