We are only obliged to show compliance with the salary cap at the end of the year but we recognise there are special circumstances and that is why we want to demonstrate compliance as soon as possible.

"It's too early to say what we will do, but anybody running a business or anybody running any organisation who, for whatever reason, needs to reduce the salary bill has two fundamental choices".
