Osso said Solis had been diagnosed as mentally ill when he was in the juvenile system, but he was still learning some of the specific details about his history with mental illness.

The pair, who only identified themselves as Solis' siblings, said little as they ducked into an elevator after the court setting.

"The obvious question to us becomes how does a mentally ill person with prior domestic violence conviction get a handgun?" appointed defense lawyer Anthony Osso said after the appearance.

Among the responding officers, Brewster later spotted the couple, but was shot as he approached. They also pointed to Cornyn's remarks last month in which he said Democrats "took the easy way out and simply walked away and introduced their own partisan reauthorization, one that they know has no chance of passing".

Sergeant Brewster received the call and saw the woman and Solis at the 7400 block Ave L at 5:52 p.m.

Court documents state that Solis confessed to the shooting death of Sgt. Brewster.

Brewster had been with the department for about nine years and was promoted to sergeant earlier this year.

The act, which was first signed into law by then-President Bill Clinton in 1994, meant to aid in the investigation and prosecution of domestic violence cases.

Solis's previous criminal charges include "burglary of a vehicle" (January 2017), "evading arrest/detention" (March 2016), "harassment" (September 2016), "assault on a family member" (August 2015), and "criminal mischief" (November 2014).
