It is worth pointing out that the Horowitz report demonstrates how easily the FBI can open an investigation with only the slightest "articulable factual basis", and that FBI and Justice Department guidelines make no requirement for higher standards for "allegations potentially impacting constitutionally protected activity, such as First Amendment rights".

Prior to the report being released, the President downplayed expectations, saying repeatedly he was more eager for the report from John Durham, the prosecutor hand-picked by Attorney-General William Barr to conduct a separate review of the Russian Federation probe. That investigation is criminal in nature, and Republicans may look to it to uncover wrongdoing that the inspector general wasn't examining. "That will be the big story!"

The report was the product of an investigation by the office of the Department of Justice (DOJ) Inspector General (IG), known as Crossfire Hurricane, that addressed allegations of bias and impropriety on behalf of FBI agents investigating connections between the President Donald Trump's 2016 election campaign and Russian Federation.

Barr then doubled down on his claim that the Trump campaign was "spied upon".

When the reporter asked him to clarify whether he meant there was political or confirmation bias, Barr demurred. The AP has not viewed a copy of the document.

Wray told ABC News in a separate interview that he did not believe the Trump campaign had been unfairly targeted.

Not really. I mean, I suppose we could debate what "the heart" of a 435-page report is, but the BIG takeaway from Horowitz's report was that there was no "documentary or testimonial evidence that political bias or improper motivation influenced" the decision to open the counter-intelligence probe.

Horowitz launched his inquiry in March 2018 following requests from the Justice Department and lawmakers, who argued that the investigation was a "witch hunt" to kneecap Trump's presidency.

But inspector general Michael Horowitz did find "serious performance failures" in the monitoring of Carter Page, a Trump aide linked with Moscow.

The report appeared even as Nadler's committee had convened another impeachment hearing to review the facts of the Ukraine affair.
