Throughout the drama, however, Trump has opted for stone-walling and flat-out resistance to what his supporters say amounts to a "coup". If fewer than 2/3 vote to impeach, President Trump remains in his current position. The panel's Democratic majority has not yet released its own report on the inquiry.

In addition to the central allegation about Trump pressuring Ukraine to investigate Biden, the Democrats claim that the president withheld aid to Ukraine and dangled the prospect of a White House meeting as leverage to force Ukrainian President Volodymyr Zelensky to comply with his request.

The Democrats' report makes no recommendation on possible articles of impeachment against the president, but lays out justification for the next stage of the inquiry and for the House to vote on impeaching Trump.

The lack of movement in this essential measure of Trump's political standing also indicates that while most Americans think Trump did something wrong in his dealings with Ukraine, news and congressional testimony about this issue have not shifted how people feel about the president.
