South Korea's military said North Korea fired unidentified projectiles twice Friday into the sea off its eastern coast in its third weapons tests in just over a week. "And the USA only seeks to earn time, pretending it has made progress in settling the issue of the Korean peninsula".

Talks between the two sides on a deal for North Korea's denuclearization stalled after a Hanoi summit between Kim and Trump broke up in February.

Kim Kye Gwan, a North Korean diplomat who once represented Pyongyang at the Six-Party Talks in Beijing, said any USA request for "new talks" should come with conditions, including a departure from previous tactics, South Korean news agency Yonhap reported.

"We are no longer interested in such talks that bring nothing to us", Kim Kye Gwan said in the statement.

"He is actually somewhat better than that", Mr Trump added, while taking the opportunity to say he was the one who could best handle the situation.

Nuclear negotiations between the US and the North have effectively been deadlocked since working-level talks early last month broke off in disagreement over a way forward.

Kim had set a deadline of the end of this year for the experiment to show progress, and USA and other analysts worry that North Korea may return to testing longer-range missiles or nuclear devices next year.

In April, Kim set a year-end deadline for the USA to show more flexibility, raising concern North Korea could resume nuclear and long-range missile testing, which it has suspended since 2017.

The US should drop its "hostile policy" toward the North if it truly wants to hold on to dialogue with Pyongyang, Kim said. He did not elaborate.

Kim Jong-un and Donald Trump and other senior North Korean and USA officials have held several rounds of talks on North Korea's nuclear programme.

President Trump's comments came as Seoul and Washington announced the postponement of their upcoming combined military exercises earlier in the day.

"You should act quickly, get the deal done!" he wrote. The question is whether Trump is willing to ease sanctions to pave the way for the North to take corresponding measures because Kim seems unlikely to yield first. On Sunday, it also said a recent United Nations resolution on its human rights conditions was an obstacle to new USA talks.

The US defence secretary, Mark Esper, denied the indefinite postponement of the already scaled-down drills was a concession to Pyongyang.

"Their attitude so far has not been helpful". Hopefully, they will produce meaningful results that can consolidate peace.

"We encourage [North Korea] to demonstrate the same goodwill", Esper said, urging Pyongyang "to return to the negotiating table without precondition or hesitation".

Last month, North Korean officials warned that the friendly personal relations between the two countries' leaders were no guarantee in preventing the aggravation of relations between the two countries.
