The two men seized control of the vehicle at around 12.30pm on Tuesday, and then raced it through the streets of the city's northern Torshov district for fifteen minutes, driving onto a pavement to deliberately target pedestrians, until they were finally stopped by police.

Witnesses cited by public broadcaster NRK said police shot at the tires of the ambulance and the driver fired back.

Another photo showed a handcuffed man, flanked by police, walking towards an ambulance stretcher.

"We have no information for now indicating that this is terror-related", Oslo police wrote on Twitter. The woman and the children were taken to hospital. "It was crying", she said, adding that a woman and the baby were driven to a hospital in police cars, as police didn't wait for ambulances to arrive.

Oslo University Hospital said seven-month-old twins were involved in the incident, one of whom was lightly injured while the status of the other was not yet determined.

He said: "One was hijacked by an armed person with a shotgun".

Police said those struck by the ambulance included a woman with a stroller and an elderly couple.

"I heard several shots", Omar Khatujev told Aftenposten.

The man left the scene on foot and pointed a weapon at police officers before stealing the ambulance.

One witness, Omar Khatujev, told the newspaper that he saw "the ambulance driving at high speed towards me. and right behind a police auto".
