PLANNED PARENTHOOD: Eureka Clinic Shouldn't Experience Cutbacks, Despite Withdrawal From Federal Funding Over Trump Administration 'Gag Rule'

Planned Parenthood announced last week that it would leave the Title X program-thereby sacrificing millions of dollars in federal funding-rather than comply with Trump Administration regulations first announced earlier this year. The organization has been involved in the program since its inception, and officials say it serves about 40% of the nation's 4 million Title X recipients, who receive services such as contraception and STD screenings.

Planned Parenthood's withdrawal from the $286 million federal program represents a significant shift in the way the family planning program operates.

Planned Parenthood is the country's largest abortion provider.

Planned Parenthood and the American Medical Association have sued the Trump administration over the Title X rule, with oral arguments in those cases slated for September, according to a news release.

Planned Parenthood will forgo funding from a federal family planning program instead of complying with a Trump administration rule that bars grantees from referring patients for abortion procedures, the organization announced Monday. March for Life President Jeanne Mancini said that for all of Planned Parenthood's rhetoric about caring for poor women, it was willing to abandon Title X for the sake of abortion.

Governor Kate Brown promised to withdraw OR "from an unethical, ineffective Title X program that reduces access to essential preventive health services", if the new rule was adopted. Planned Parenthood receives $60 million annually through the federally-funded program, which was enacted in 1970 during the Nixon administration.

The news that the state budget would cover funds lost from Title X was a relief for medical professionals who work at Multnomah County clinics, many of whom feared the rule change would hamper their ability to provide the best care for their patients.

Planned Parenthood, along with other health organizations and about 20 states, continue to challenge the gag rule in court.

While the federal dollars didn't fund abortions, Tasy contended they were being used indirectly.

"The new federal regulations impose some conditions that Oregon can not comply with because doing so would violate its own laws that prohibit it from interfering with or restricting benefits, services or information regarding a woman's right to choose to terminate a pregnancy", the Oregon Health Authority said in a statement Monday. Martinez said the local Planned Parenthood center in Eureka should not see any changes to the services they offer - neither should the 17 other centers in the Northern California region - but centers nationwide could experience some cuts to services.

House Energy and Commerce Chairman Frank Pallone Jr., whose panel has jurisdiction over health care, said Planned Parenthood had no choice but to withdraw from Title X. "This separation will ensure adherence to statutory restrictions, and provide needed clarity for the public and for Title X clinics about permissible and impermissible activities for Title X projects". Planned Parenthood performs more than 330,000 abortions a year. The Executive Branch has also clearly been making efforts to protect life via rules like the ones we're discussing and judicial nominations. A third part of the gag rule requiring clinics to physically separate those services will go into effect in 2020.
