Planned Parenthood announced last week that it would leave the Title X program-thereby sacrificing millions of dollars in federal funding-rather than comply with Trump Administration regulations first announced earlier this year. The organization has been involved in the program since its inception, and officials say it serves about 40% of the nation's 4 million Title X recipients, who receive services such as contraception and STD screenings.
Planned Parenthood's withdrawal from the $286 million federal program represents a significant shift in the way the family planning program operates.
Planned Parenthood is the country's largest abortion provider.

Planned Parenthood will forgo funding from a federal family planning program instead of complying with a Trump administration rule that bars grantees from referring patients for abortion procedures, the organization announced Monday. Governor Kate Brown promised to withdraw OR "from an unethical, ineffective Title X program that reduces access to essential preventive health services", if the new rule was adopted. The news that the state budget would cover funds lost from Title X was a relief for medical professionals who work at Multnomah County clinics, many of whom feared the rule change would hamper their ability to provide the best care for their patients.
Planned Parenthood, along with other health organizations and about 20 states, continue to challenge the gag rule in court.
While the federal dollars didn't fund abortions, Tasy contended they were being used indirectly.

A third part of the gag rule requiring clinics to physically separate those services will go into effect in 2020.
