Racing Victoria stewards said that "given the severity of the charges" against Weir, they were seeking to suspend him from training for four years.
Darren Weir will return to Racing Victoria offices on Wednesday morning to face his six charges before the Racing Appeals and Disciplinary Board.
Stewards have recommended Weir be handed a four-year disqualification from racing but the RAD board has the power to issue penalties higher or lower than the stewards' recommendation.
Stewards opened the hearing on Friday and withdrew all Weir-trained horses from race meetings over the weekend and those of Jarrod McLean, his assistant who is also a licensed trainer and charged with similar offences.

A five-time Melbourne premiership victor, Weir trained Prince Of Penzance to win the 2015 Melbourne Cup in a famous victory for jockey Michelle Payne.
Racing Victoria Executive General Manager-Integrity Jamie Stier said in a statement, "This is a complex matter and the stewards were determined to be thorough and give due consideration to the submissions made, their legal advice and the ongoing investigations".
"They [the stewards] would've considered the significance of the charges, the reputation of racing - and let's be clear: there's three charges in relation to electronic apparatus, and one relating to the reputation and integrity of the sport", Stier told RSN 927's Racing Pulse on Tuesday morning.

Champion trainer Darren Weir will front an inquiry which will confirm a disqualification relating to outlawed electronic devices known as jiggers in his stable.
Australian Trainers' Association President Robbie Griffiths hopes the exit of Darren Weir from training ranks will not make it tougher to attract new clients into racing.
RV said until the RAD Board hearing which could be this week, Weir is not allowed to nominate horses in any trials or races, that any horses entered to race be withdrawn and that he cannot accept with any horse nominated to race in coming days.
They are seeking the term after Weir said he would not contest charges laid last week following a raid by stewards and Victoria Police's sports integrity unit on his stables at Ballarat and Warrnambool.
