The unemployment rate in India has reached its highest in 45 years, according to a report in the Business Standard newspaper that cited an official survey withheld by the government.

"The feeling that we are trying to hide something is incorrect", NITI Aayog CEO Amitabh Kant added. The NSC, the final adjudicating authority, had approved this report in December 2018.

Kant added that India is creating enough jobs for new entrants but may not be creating enough good quality jobs.

The report, revealed a day before the government's interim Budget, sets up a huge controversy just ahead of the 2019 general elections.

The assessment by the National Sample Survey Office (NSSO), conducted July 2017-June 2018, showed an unemployment rate of 6.1 percent. The latest data on unemployment in India, which is yet to come in public domain, is the first comprehensive survey on employment conducted by a government agency after Prime Minister Narendra Modi announced demonetisation move in November 2016.

The last report published by the statistics ministry had shown that the unemployment rate rose to 5.0 percent in 2015/16 from 4.9 percent in the previous year and 4.0 percent in 2012/13.

High levels of unemployment were registered for the educated youth both rural and urban. The government will approve the report which has not been finalised yet.

The National Sample Survey Office has conducted a nation wide survey where the report was ready in December a year ago but the government had no intention to release it ahead of the Lok Sabha elections of 2019.
