"Despite this progress, unacceptable disparities persist among students of color in our schools", said Governor Mark Dayton.

State officials also pointed to progress in reducing the disparities in graduation rates between white students and minorities.

In Bemidji, between 77 and 82 percent of white high schoolers graduated in four years, district-wide, since 2013, while 36 to 46 percent of American Indian students have done the same. That number has risen to 70.5 percent over the past seven years. That's up 4.3 percentage points since 2012.

"New Mexico's students continue to show that when we hold them to high standards, they rise to the occasion", Martinez said. "Through a relentless commitment to improving education by focusing on lifting up struggling students and schools, more New Mexicans are graduating from high school than ever before".

Taos Academy Charter has a graduation rate of 91 percent for their Hispanic students, and the Public Academy for Preforming Arts Charter in Albuquerque (home of the 2018 New Mexico Teacher of the Year) had a Hispanic graduation rate of 95 percent.

"While our graduation rates have continued to climb and gaps are narrowing, we have too many students who are not receiving a diploma", Education Commissioner Brenda Cassellius said in a prepared statement. The state's commitment to ensuring its students are ready for postsecondary education after high school is vital. The goal is outlined in Minnesota's federally-required school accountability plan.

Headmaster Bernadette Coelho attributed the trend to high expectations and the support students receive.

"We will continue to focus intensely on engagement strategies and on multiple pathways to graduation in order to close this gender gap as well as provide broader opportunities for all New Bedford students and their futures in this community", she said in a press release.

Another proven program, Truancy and Dropout Prevention Coaches, is aimed at keeping more students in school by hiring almost 60 coaches in schools across New Mexico during the 2017-18 school year.

The coaches are placed in 31 districts and charter schools across the state to keep kids in school, reduce truancy, and help more students graduate on-time. That figure includes students at the district's alternative and special education programs. School teams use the data to identify appropriate interventions based upon that student's specific situation. Over a five-year period, the number of high school graduates enrolled in developmental or remedial education courses at Minnesota colleges and universities during their first two years dropped by 26 percent.
