US Special Counsel Robert Mueller's office has spent about $3.2 million so far as part of its ongoing probe into Russian meddling in the 2016 presidential election, the Justice Department revealed Tuesday in a report.
Rosenstein is overseeing the probe because Attorney General Jeff Sessions, who was a Trump campaign surrogate, recused himself in March. Mr. Mueller and five of his attorneys were hired from outside the government while the remainder are on detail to the team from the Justice Department.

The budget overview notes that its funding comes from a "permanent, indefinite" appropriation for independent counsels to do their work, meaning if can not be touched by Congress.
